Advancing Reproductive Health Through Human Rights and Laws



Advances in the recognition, promotion and protection of reproductive health have been accelerated in the aftermath of the International Conference on Population and Development (ICPD) in Cairo in 1994 and the United Nations Fourth World Conference on Women held in Beijing the following year. Many countries already have reassessed and reformed their policies, laws and practices in the light of these conferences, or are in the process of doing so.

Of course, law must protect the sexual and reproductive health of men just as much as of women. However, because women bear the burden of gestation, and their lives and health are more at stake in pregnancy and childbirth than those of men, women are more centrally concerned than men in the legal protection and promotion of reproductive health.
In terms of modern human rights law, which guarantees equity between the sexes, many of the health disadvantages of women can be classified as injustices. Maternal death, for instance, is often only the end point of a series of injustices that women face. Women are attributed low social status and menial social roles, neglected in education, and recognized primarily for their childbearing capacity. This "devaluation" of women often leads to a denial of rights—such as the rights to access to information, adequate nutrition, and health services such as family planning—to which they are entitled by the fact that their governments have signed international agreements.
Despite the fact that international treaties and conventions on human rights exist, and that many of their clauses have a bearing on the protection and promotion of reproductive health, many women still experience poor reproductive health. Societies that accord low status to women, for example, often accept maternal death as part of the natural order of things. In a position paper presented to the ICPD+5 Forum in The Hague, Netherlands, 8–12 February 1999—held to review progress towards the goals of ICPD—the Programme stressed the need to pay more attention "to the task of translating rights in sexuality and reproduction into laws". International human rights are a key element in the achievement of better reproductive health worldwide.
Many laws and regulations have a potential influence on people's reproductive health. For instance, laws on abortion, female genital mutilation, rape and domestic abuse can directly affect reproductive health. Laws on education, employment and property, which influence women's status, have an indirect effect on reproductive health. To date, however, apart from the specific cases of abortion laws and female genital mutilation practices, there has been little or no assessment of how laws and policies affect reproductive health.
This issue of Progress looks at the complex topic of human rights, law and reproductive health. It reviews the human rights agreements that relate to women's reproductive health and explores how a human rights perspective can help to correct women's health disadvantages by highlighting them as injustices. It also summarizes and assesses states' duties to respect, protect and fulfil reproductive rights, and looks at the role of social science research in protecting the sexual and reproductive choice of adolescents.

Reproductive Health: A Matter of Social Justice

The following is extracted from an address given by the WHO Director-General Dr Gro Harlem Brundtland at the ICPD+5 Forum in The Hague, Netherlands, 8–12 February 1999. ICPD+5 was held to assess progress in reaching the goals of the International Conference on Population and Development held in Cairo, Egypt, in 1994.
"Today, a broader understanding of reproductive health is gaining ground. Reproductive health deals with intimate and highly valued aspects of our lives. It reflects health in childhood and adolescence. It sets the stage for health beyond the reproductive years for both men and women.
"When we take stock of progress since 1994, there are positive changes—such as the paradigm shift from population control to reproductive health and rights. There are negative trends—such as a failing will to implement the Plan of Action and, not least, the tragic lack of resources. And there are still needs crying out for urgent attention—such as the challenge of adolescent sexuality and the tragedy of maternal mortality.
"Failure to address people's reproductive health needs is a matter of human rights and social justice. People have a right to make free and informed decisions about their reproductive lives. They have a right to information and care that will enable them to protect their health and that of their loved ones. They have a right to benefit from scientific progress in health care.
"We must never forget the right to equality and nondiscrimination on grounds such as sex, marital status, race, age and class. People have a right to privacy and to freedom from sexual violence and coercion. Defining reproductive ill-health as not only a health issue but as a matter of social justice provides a legal and political basis for governments to act.
"We know what happens when they do not act—when people's sexual and reproductive rights are denied. Every year, at least 120 million women who do not want to become pregnant do not have the means to prevent it. Every year, 20 million women put their health and lives at risk because they seek unsafe abortions. Every year, there are more than 330 million new cases of curable sexually transmitted diseases and one in 20 adolescents becomes infected. Every year, the HIV virus infects 5.2 million people, over half of them young people below 24 years old. Every year, there are 450 000 new cases of cancer of the cervix.
"Governments and civil society need to develop a public health approach to reproductive health that is cost-effective and has the maximum impact. There are lessons to be learned from 20 years of experience with primary health care, looking beyond the customary boundaries of curative and preventive medicine and addressing the underlying social causes of poverty, hunger and ill-health.
"It is not a job for the traditional health sector alone. The agenda is as much about social justice as it is about health care. We need to clarify concepts and to define the division of labour among sectors and professions.
"Needless suffering and death are sufficient cause for action in themselves, but there are also significant social and economic considerations. Reproductive ill-health affects young people with family responsibilities, women and men in the prime of their lives.
"Just imagine the costs, to the individual and to society, of the 600 000 women dying every year due to maternal causes, and the 7.6 million perinatal deaths. Not to mention the 2 million little girls subjected to female genital mutilation. Think of the costs of failing to ensure that young people—our common future—have the knowledge, skills and services they need to help them make healthy choices in their sexual and reproductive lives. Investment in reproductive health is an investment in future health and development."

What i remark from article above is, all people have responsibilities to develop reproductive health. It's not enough if there is only one sector who try to achieve reproductive health. Because one sector is sync with others sectors. they just like system. To achieve the aims, they have to work together.

One of My Dream: Meeting all the Youths from Around World


One of my dream is meeting all the youths from around the world. I have attended mini conferences and youth camp in my country, which is Indonesia. The mini conference named Indonesia Youth Mini Conference and the youth camp known as Global Citizen Corps Indonesia. I met youths from many different regions in Indonesia, such as Riau, Medan, Semarang, Sulawesi, and so on. The youths with diversities, different characters. Made me so amaze. They and their thoughts. Thinking about one problem and how to resolve it. wealthy ideas.
If we, as one nation having so much diversities and ideas, what if i meet youth from around the world? I believe, this gonna be soooo exciting.
we're not only having fun together, we share our ideas, we share our problems and how to solve it, compare situations between my country and their country,,, find out the best solution for the problems, discussing our problems, knowing their culture and life style, learning something new and good from them.
i love the atmosphere when i and my friends discuss about one or more problem and how to resolve it. The discussion bring new point of view and teach me not to be selfish, teach me to appreciate different ideas and thoughts.
I wish that God always gives me chances to meet youths from all over the world to share our knowledge.

Youth Sexual and Reproductive Rights Indonesian Societies



            Why youth? Because youth has important role for a country.
Youth reproductive and sexual risks in Indonesia region is still relatively high and needs attention from all concern of individual and groups across variant sectors. Youth diversity becomes one of important issues that need to be acknowledged in the pursuit of the fulfillment of youth access to reproductive and sexual health and rights. But sexual and reproductive stuffs are sensitive issues in Indonesian societies. This problem need to be resolved.
Just talk about youth sexual and reproductive rights in my country, Indonesia. Some weeks ago, students of junior and senior high schools had to attend final exam. Many of girl couldn’t attend the final exam. Why? Because they had pregnant. The A pregnant for 2 months, the B pregnant for 6 months. The principal confused about what should they do. Whether pregnant-students could attend the final exams or not.
From the case above, i saw the lack of sexual and reproductive rights for the youth. The youth has right to getting sex education. Sex education is the right of the youth. And the surroundings have to provide what the youth needs about sexual and reproductive rights. The surroundings mean family, school, play ground, government, and so on. The parents especially. The parents should be aware of media. Media teach and give notice about sex. What is sex, sexuality, and contraception. If the parents don't push schools to teach sex education comprehensively, their children, who also known as the youth (the youth is people 15-25 age. I am right, don’t i?), would learn about sex and its stuff from media, such internet media. And i believe the parents hate the way their children looking for Information about sex through media, especially internet media. Because the media can’t tell their children which is good or which is no good.
Failure to address youth’s reproductive health need is a matter of human rights and social justice. The youth has a right to be informed about reproductive lives, which is good or bad. Introduce the youth about scientific progress in health care.
I believe there are many ways to giving sex education for the youth in a fun way. Like making games, singing songs. Just make sexual and reproductive issue are no more sensitive issues first. Then find out fun ways to spread sexual and reproductive rights for the youth. Something monotonous will leading the youth back to the media such as internet media. No boundaries which are good or no good.

Toples Mayones dan Dua Cangkir Kopi


Aku nemu cerita ini di blog Jakarta Stop Aids. Ga sengaja banget nemunya. Dia nyelip di data-data HIV Aids yang aku simpan. Here the story goes:

Manakala hidupmu tampak susah untuk dijalani..
Manakala 24 jam sehari terasa masih kurang...
ingatlah akan toples mayones dan dua cangkir kopi.

Seorang professor berdiri di depan kelas filsafat dan mempunyai beberapa barang di depan mejanya. Saat kelas dimulai, tanpa mengucapkan sepatah kata, dia mengambil sebuah tople kosong mayones yang besar dan mulai mengisi dengan bola-bola golf.
Kemudian dia berkata pada para muridnya, apakah toples itu sudah penuh. Mereka menyetujuinya. Kemudian dia mengambil sekotak batu koral dan menuangkannya ke dalam toples. Dia mengguncang dengan ringan. Batu-batu koral masuk, mengisi tempat yang kosong di antara bola-bola golf.

Kemudian dia bertanya pada murid-muridnya, apakah toples itu sudah penuh. Mereka setuju bahwa toples itu sudah penuh. Selanjutnya professor mengambil sekotak pasir dan menebarkan ke dalam toples. Tentu saja pasir itu menutup segala sesuatunya. Professor sekali lagi bertanya apakah toples itu sudah penuh. Para murid dengan suara bulat berkata, "yes".




Professor kemudian menyeduh dua cangkir kopi dari bawah meja dan menuangkan isinya ke dalam toples, dan secara efektif mengiri ruangan kosong di antara pasir. Para murid tertawa. "Sekarnag", kata professor ketika suara tawa mereda, "saya ingin kalian memahami bahwa toples ini mewakili kehidupanmu".

Bola-bola golf adalah hal-hal yang penting - Tuhan, keluarga, anak-anak, kesehatan, teman dan para sahabat". Jika segala sesuatu hilang dan hanya tinggal mereka, maka hidupmu masih tetap penuh".
"Batu-batu koral adalah segala hal lain, seperti pekerjaanmu, rumah dan mobil". "Pasir adalah hal-hal yang lainnya-hal-hal yang sepele". "Jika kalian pertama kali memasukkan pasir ke dalam toples", lanjut professor, "maka tidak akan tersisa ruangan untuk batu-batu koral ataupun bola-bola golf. Hal yang sama akan terjadi dalam hidupmu".
"Jika kalian menghabiskan energi untuk hal-hal yang sepele, kalian tidak akan mempunyai ruang untuk hal-hal yang penting buat kalian".

"Jadi",

"Beri perhatian untuk hal-hal yang kritis untuk kebahagiaanmu"
"Bermainlah dengan anak-anakmu"
"Luangkan waktu untuk check up kesehatan"
"Ajak pasanganmu untuk keluar makan malam"
"Akan selalu ada waktu untuk membersihkan rumah dan memperbaiki perabotan".


"Berikan perhatian terlebih dahulu kepada bolabola golf-hal-hal yang benar-benar penting. Atur prioritasmu. Baru yang terakhir, urus pasirnya".

Salah satu murid mengangkat tangan dan bertanya, “Kopi mewakili apa?”
Profesor tersenyum
“Saya senang kamu bertanya.”
“Itu untuk menunjukkan kepada kalian,
sekalipun hidupmu tampak sudah begitu penuh, 
tetap selalu tersedia tempat untuk secangkir kopi bersama sahabat”.
